New York Gov. Kathy Hochul has made the case for Manhattan’s congestion tolling during an Oval Office meeting with President Donald Trump. The encounter came two days after federal officials ordered a halt to the program. Avi Small is a spokesperson for the Democratic governor. Small says Hocul and Trump met for more than an hour Friday afternoon and discussed other issues as well. Small says Hochul gave Trump a booklet showing the early success of the program, which began Jan. 5. It aims to thin traffic and fund mass transit by imposing a $9 toll on most vehicles entering Manhattan's core.
